Mukul Sharma c327f9eec5 Pull base images from Harbor, not Docker Hub 
Matches devops-lib#4b90815 — this repo has its own Dockerfile, so it
never went through the fallback templates that change updated. Same
base-images/golang:1.22-alpine and base-images/alpine:3.20 already
mirrored there.
